What Is a DORA?

In September 2024, the City of New Philadelphia established a Designated Outdoor Refreshment Area for approved events. A DORA is a designated area that allows patrons to purchase an alcoholic beverage from a permitted establishment and carry it within a clearly defined area within the City, as authorized by Section 4301.82 of the Ohio Revised Code. It also allows establishments to have outdoor dining and alcohol service in the public right-of-way abutting their properties without the need for fencing. 

 

Know the Rules...

  • DORA beverages are only permitted during approved events.
  • Patrons must be age 21 or over to purchase or consume alcohol.
  • DORA beverages must be purchased at participating liquor establishments; you cannot bring your own drink.
  • DORA beverages must be consumed from marked DORA cups.
  • DORA cups must be discarded before you enter another bar or restaurant that serves alcohol, or any business displaying a red "DORA Not Permitted" sign.
  • You may enjoy your beverage outdoors and take your drink into shops displaying a green "DORA Welcome" sign.
  • DORA beverages are only permitted within the DORA boundaries.
  • Enjoy the DORA responsibly!

DORA Boundary signs are posted along the intersections of the DORA Boundaries in downtown New Philadelphia. DORA drinks are permitted only within the DORA Boundaries and no outside alcohol is permitted.

DORA Cups

All DORA drinks must be consumed in designated DORA Cups. No other container is permitted for the consumption of drinks. All DORA drinks are required to be provided only by participating bars and restaurants within the DORA boundary. Those wishing to drink a DORA beverage will pay a fee in addition to the cost of the drink to receive the DORA cup. The proceeds from the sale of the cups go to VFW Post 1445's Veteran's Relief Fund.
